Starfish provided senior business analyst expertise for a Government Agency programme of work encompassing a number of related projects, each of which will contribute to the efficient and effective administration of a range of joint and back office functions.

The project will use a common framework for service delivery, establish a framework for policy to execution with clear lines of responsibility throughout that continuum.

The objectives of this project was to:

  • Reduce duplication in service, infrastructure, administration and training delivery
  • Increase efficiency
  • Reduce equipment purchase and maintenance costs
  • Create a single organic group managing delivery of selected commodities and services
  • Create a single point of accountability and responsibility for selected commodity and service providers
  • Standardise and improve business processes
  • Contribute to better continuity of service in the event of a geographical disruption
  • Allow better integration of third party providers.

Deliverables included:

  • Business process maps for "as is" and "to be" business processes by: 
    • Documenting and reviewing current logistics business processes for each selected function and within each service
    • Determining and documenting business rules
    • Providing options analysis for future processes
    • Removing duplication of processes and process step waste
    • Providing options for automation where possible.
